AIS short interest jumped on July 2010 from around 1MM to over 4.5MM when they were added to the Russell 3000 and stay high since(climbing as the price climb)

Some say it is hedge by long positions, since they have no options, but those are speculations only.

I have been long AIS since 2008 and I think fundamentals are getting better every year
