How can a "Bid" and a "Ask" appear at the same time for stock that no one can purchase?



The 'Bid' and 'Ask' are published by the MM's who 'make the market' in any stock by buying shares at the 'bid' and selling them at the 'ask', and pocketing the difference. If you want to buy those shares you have only to contact the MM and make your purchase. All those shares are available to purchase and if you want to sell shares the same way, you are welcome to do so. Your belief that no one can purchase these shares is incorrect.

You seem to think that the DTCC global lock prevents any trading, it doesn't. The 'lock' means that the DTCC will not get involved in any transactions it doesn't mean that transactions are not permitted. If you wish to 'clear' the stock purchases yourself you are welcome to do so.

Completely. The trading exchange is completely separate from the 'clearing' service of the DTCC. The DTCC has no authority to prevent anyone from buying or selling shares, they can merely decide whether or not to assist the transaction or not.
