Yep. Good points all.

For the other side of the coin, see my post to tkc which looks to find some kind of correspondence between people and seats. Also note that PwC seems to have had an almost exact correspondence between people and TPMs.

So in three cases, the number is fairly close. This may be merely coincidence.
