bi-monthly short doesn't mean anything either as short positions are usually covered within 24 hours if not the same trading session. Bi-monthly only shows you a snapshot of how many shares are short and not yet covered at the time the report is due and it is an always lagging indicator because market participants do not see it until nearly 2 weeks later. However, you are right about the daily shorts they are not what people usually assume they are.
