There are no stupid questions. Of course the CEO and the management team own shares. I buy all I can. That information is always available at www.sec.gov in company filings.
A "chill" is a very strange thing. The DTC is owned by the brokerage industry and it is the only entity with the ability to electronically move shares. If it "chills" a company, it no longer is willing to move shares, which can be a hardship on the company and its investors. I'll gladly go into this in more detail if you e-mail me at:
