When ?/?

Mixed predictions coming out. Seeking Alpha sais the best rally ever is coming in Q4 and many others say another crash is coming. I am on the barish side as well, observing the situation and specially how relaxed all these rich people like Buffet and politicans talk about it. Most likely already feeling the money they can make on the crash not caring for the people at all. It makes me smell something weard.....
