They are a long way from signing a contract with Boeing. If you ever watched is stock over the years which you obviously haven't, you will find the Navy funds them for a while to develop the fuel cell. As of yet, the Navy hasn't bought a fuel cell from NEAH. So what would make you thing Boeing would buy from NEAH? Do you think Boeing is ONLY talking to NEAH? I seriously doubt that and to think so would be foolish. Like so many other collaboration deals that NEAH has put out, NONE have come to anything that became a contract.
