I think that's primarily because the whole concept of penny stocks has it backwards. It's most often the idea of raising capital first and then figuring out what the business is later. And of course, that ends in: "Hey, we've already got the money, who cares about working now? Let's just do this again in 6 months!"
Promos/awareness should come AFTER a company has proven a test of viability for its pipeline and organization. Even at the smallest level. Like really open a store. Really build some prototypes. Put in some personal investment of cash and sweat equity. Absent that, why the hell should anyone else invest in you if you're not willing to do anything other than acquire a shell and pump it based on the latest hot topic (gold! oil! software! bullying! freeing amanda knox [too late]!)??
