while testing RPV's in the 60's & 70's we flew over the Pacific Missile Range, the area from the west coast to beyond Hawaii. We had to get approval from Range Control and schedule our operation as to not interfere with others who would be using the Range. Civilian/commercial or military had to fly in specific corridors and altitude and not wander into restricted areas. The same applies to the Edwards Test Range imo that is why you will not find information from the FAA about the certification process. Any time we had to go into Civilian airspace we had to equip our RPV with a Transponder that could be activated with the code of the day for our operation, to allow the Air Traffic Control identify us or else it would have been shot down.
