China banning solar panel exports is just conjecture at this point. I think it is more likely that they ban CVD furnaces. Tom said that domestic demand in China will be huge and that China is concerned with the pollution from solar manufacture and the social unrest it is causing. These items have raised the possibility that panel exports will be banned. It's good that Natcore identifies possibilities ahead of time in order to not get caught with their pants down.

It has become apparent that the China JV agreement is very flexible. Natcore needed a Chinese partner in order to gain patent protection in China, and to facilitate sales in China. The Chinese government jumped on board and added Chuangke Silicon Ltd to the partnership. Chuangke assisted in the patent filing process and was suppose to be the first AR-Box buyer. The Chinese government dropped Chuangke from the JV when they assigned TLNZ Solar to be the first customer. The Chinese government then added Zhuzhou Smelting Group as a partner. They coat lead to make zinc. They are certainly not qualified to build the comercial version of the AR-Box. This leads me to believe that the China JV will only be a sales office for AR-Boxes and refillable chemical cartridges. The first AR-Box wasn't built in China, the next 2 won't be built in China, and Tom Scarpa has stated that Natcore can build the AR-Boxes in Europe, or America, if they choose. The JV agreement states that Natcore China has exclusive rights as long as they meet pricing and quality control standards. Natcore's original vision of the AR-Box described it as something to the effect of readily available semiconductor cleaning tubs. The present, sophisticated, AR-Box has put it out of reach for The JV's quality control standards in my opinion. One more point reflecting the dillution of the JV. This PR speaks of the search for several scientists and lab technicians for Natcore Technology (Zhuzhou). Natcore has opted for a lab at Kodak's Eastman Park.

I could be wrong, but I think that Natcore has decided that limiting the JV to a sales office is the best way to go.
