Here is my take on it.

Per my email exchanges with Globetel at the time this is the setup. Globetel has taken apart Sanswire1 at San Bernardino into major pices and shipped it to Palmdale. The ship has not been totatly dismantaled. Because ship was taken apart into few major pieces the reconstructions process will not take as much time as building it from scratch.
Also what this article has stated is that Sanswire1 prototype will be upgraded to bigger size. Here are the quotes from the article:

"GlobeTel Communications Corp.'s Sanswire Networks is leasing part of a former bomber assembly plant in Palmdale, where the airship is to be assembled using components from an earlier, somewhat smaller prototype airship unveiled this spring in San Bernardino."

"Engineers are still working out the plans for how big the airship will be. The craft floated by tether in San Bernardino was 188 feet long, which Sanswire said made it the largest rigid airship in existence"
