You just contact the brokerage you would like to transfer to and they will set it up. Basically they just request your account from your current brokerage and the transfer process can take 7-10 days. I will tell you though that alot of brokerages have recently begun being lame about penny stocks though and told me they would not be able to transfer in my TOFS and PGI* holdings...yes this despite what some of the "nice" folks on this board said. (that I was fear-mongering lol)

Finally yesterday I found that Charles Schwab and Interactive Brokers both said they would do the transfer with no problems. 4 other big name brokerages told me 'no'.

If I were you I wouldn't take my word for it, go to the websites of the different brokerages and chat with their support people and ask them if they would be able to transfer your TOFS and whatever other holdings and then if they can verify that you would be able to actively trade them (so far Zecco is the only one I have heard who is not allowing opening new positions in some pennies like TOFS).

Then report back here and be reviled as a liar and fear-mongerer..erer... lol
