don't understand your post - do you mean that it is likely the FDA set them a lower bar at the end-of-trial, in exchange for a higher bar at the interims ? A sort of a quid-pro-quo ?

That is exactly what I mean. It is standard protocol, like Bonferroni adjustment, to avoid having the data fool you. A good approximation is that the totals of all of the alpha's should equal the alpha you would have if you only checked once (i.e. p=0.05).
