Why would the company stop issuing shares? They (meaning Eugene, the only "employee") have no other way to bring in money to pay Eugene.

And if Eugene keeps issuing shares (no choice if he is to get paid), then he also has to do a reverse split to make sure that the voting power of his preferred shares (which don't split) can outvote the "investor" shares. That way Eugene controls the company, and can do whatever he wants without putting it up for a vote- which right now seems to consist of just issuing shares and doing reverse splits. Certainly doesn't include mining coal.
