Thanks for the effort Fred, but I got it the first time around.
You see, one can interpret that sentence from different angles.

The Company stated last week that it would not do a Reverse Split without Shareholder approval. The Company has no plans of seeking shareholder approval for a Reverse Split as the Company believes the business nature and valuation should increase the value of the Company.

Now todays PR has alot of corrections in them right?!

So to me, (and that is not a popular point of view), the trick lies in the carefully chosen words (believe & should) and the way the syntaxis is build.
The first part of that quote is clear to everyone, period.
But why on Earth would they reiterate that sentence again in todays PR? BECAUSE its a correction!!
Thats why its followed with the second part: The Company has no plans of seeking shareholder approval... you get my point?

First they said that they would not do a RS "without"... and now they say they have "no plan of seeking shareholder approval".
That was the corrective part IMO, otherwise there is no use of reiterating that particular sentence in todays PR other than the means of being a correction!

And sure, I agree, its always better to build a business from the inside up, than to artificially increase the SP with an RS.
That is the ultimate goal of every business, or at least, "should" be, I "believe"...
