In the agreement it was mention that there were two Items. one was reimbursed and the other was non-reimbursed funds. The US Budget is required to invest in some developement at no cost to the groups being funded, like DARPA, where they have Billions to fund without expectation for re-imbursement. They will fund other agencies to develope pet projects.
