Wasn't Toby the CFO the whole time...Isn't the CFO responsible for quarterly financials?, or at least provides the data...?

I take the delay more as they are cleaning up a mess left after our prior short lived CEO departed, and the direction PSPW's European ventures are heading, but that is just my conspiracy theory.
As CFO I thought Toby would have had the financial data accessible to him all along.
