I read that as simply, "Why blow $20k on a two week adventure we're honestly not ready for, when we can spend that time working on developing the core business?"

Raytheon, US ARMY, Phoenix, etc. (i.e. meat & potatoes) Vs. possibly premature LSR showcase (i.e. gravy).
