#2..Altvater was establishing wireless hotzones not putting equipment on an airship that needs FAA commercial approval here in the US. His Company back then was basically filling the "gap in local loop services"

As stated in this post, if when testing was done and approvals were ready worldwide, yes, GTE would focus on the US...I doubt that will be the case and I doubt GTE will wait for the FAA guidelines to be established at home prior to moving in countries abroad..
