regardless of what is the truth and what isn't with the LA FD, I personallly would prefer that it is a dead deal. Being an emergency services person myself and seeing how these vehicles are driven (hard and fast), I don't see the results of fuel milage testing being very positive. I would much prefer they test on a large fleet of carriers that travel long distances at consistent speeds. That in my opinion will result in much better results and be a better reflection of the units abilities. all imho.
