Not to argue but EVERYONE is constantly pontificating IND IND IND.

Let's be frank.Here are some examples to look at. BTX (Biotime)
does not have a product on the market yet but because of stellar progress had gone from where NNVC is to $9.00/share and even though shorted back to $5.00 is much more stable than NNVC.Why?
Because $5.00/share is more capital than day traders want to tie up so they leave it alone.

CUR (Neuralstem) just announced a DOD contract for their technology.They shot fron $1.21 to $1.39 only to have traders hack it back down to $1.23 today.

Traders don't want $5.00/SP they want it to stay right where it is so they can "play".They would just as-soon that it stay where it is now for the next 100 years.

All "IND's" aside,the issue is not the FDA or the Pre IND or whatever.The issue is that if one wants to cry and whine about the SP while trading at the same time then they are two-faced frauds.You can't have it both ways.
Either "Trade" and shut up about the SP , IND etc.etc.etc.or HOLD LONG and let it go where it is going.

BTX got where it is on "NEWS" and no "IND" and so can NNVC if they just get agressive with their PR's.
BTX will be like the next Berkshire Hathaway but NNVC will be like GOOGLE before that happens.Just get out of the trader's "playpen" already and stop playing softball.

Also , remember that fund managers rely on scientific journalists to provide the news that they can react to.NNVC needs to get their attention!Also fund Mgrs.are restricted to some extent when dealing with stocks on the OTCBB.Uplisting would be nice if they can break this ridiculous trading cycle and stay over $2.00!!!
