Someone, somewhere seems to think it is or else we would see everything. I'm sure the SEC has gotten inquiries about this specific thing, with this specific company...yet, nothing.

So either my tax dollars are funding a wasteful organization, or there's nothing illegal going on.

I'm going with my first hypothesis, however.
