If one buyer has an AON buy order for 1M sahres at .006 and you have 3 sellers

200K at .005
300K at .0055
500k at .006

Why wouldn't the order be filled ? I do not think you need to have a seller at 1M. If people are selling at lower prices it should be better for the buyer. Isn't this the way it works ?
