JBII has sent fuel to many potential customers for them to test. We do not know how much fuel has been "given away" for this purpose. It would not surprise me if the majority of the fuel produced has been used in this manner. I would not expect potential customers to pay for this "unproven" fuel. They need to do their own independent testing and evaluation for their specific purposes.
I also do not know how difficult it is for JBII to modify their catalyst to generate a specific type of fuel for a customer's needs. We know that they have claimed to be able to break the hydrocarbon chains in different ways to achieve different outputs. There is probably a lot of tweaking going on to determine the right formula.
But even with this point being considered, it is beginning to be a little disconcerting that the first major JV has been announced along detailing how many processors would be initially placed at the JV sites and for what purpose. The AGM was nearly two months ago. I don't think I'm the only one who expected more to be announced by now.
I can only hope that this is because the details of rolling out processors in a major way are difficult to finalize, and not because of more fundamental problems that you have succinctly enumerated.
