Why would anyone assume that GDRR3 is given as clock speed?

256MB XDR Main RAM @3.2GHz 256MB GDDR3 VRAM @700MHz

Because in your example it is shown in MHz which is the correct unit for clock speed and not the correct unit for data rate, which should be in Mbps.

So they may be making editing mistakes, but are not making it obvious to the reader which is which.
