I work at the airport (O'Hare) and the only time customs will stop a shipment or hold it for a period of time, is couple of things: The shipment in its self is suspicious, the dog sniffed out something unusual and a red flag went up, or the paper work/documentations are incomplete/incorrect.
Now having said that, this is the way it's at the airport. SFIO's shipment came from the shipping yard docs, which i'm sure is a different ball game.
