Seems like that strategy could backfire on them if it causes would-be buyers to bidsit waiting for another dip, and would-be sellers to wait for the price to go back up.

In effect, they train the retail market to become less active, thus reducing liquidity. How can this be good for them?

BTW, does it make any difference if we lock up our shares with high sell orders?
