He was an Investor with a partner:
Mr Schembri-Sant has been in the Dominican Republic since the early 90s. In 1993 he opened his first hotel operation in Sosua with the Marco Polo Club. In 1999 he acquired the Hotel Coralillo where he demolished the hotel and constructed the Sosua Bay Hotel and the Victorian House, a 4-star all-inclusive property and a boutique hotel respectively, authorized by a Presidential decree 499-99.
It’s during the completion of this project that Mr Armando Casciati and Mr Luigi Natella, both Italian nationals, entered into the venture by way of a partnership in a financing company called Bell Tower Ltd., originally owned by Mr Schembri-Sant.
Armando Casciati was the CEO of the Sosua resort.

Now look at this report:
By December, courts had established that the Victorian House and the neighboring empty lot with the half-finished casino would be auctioned in July, with an opening bid of $3.9 million. The hotel was valued at $5 million and the lot, $3.2 million, company documents show. The $3.9 million was to cover the initial $1.8 million investment as well as damages -- mostly years of legal fees –

In steps CGAQ with the acquisition of the Vacant Casino in 2009, Do some more DD on this, you will see that the casino was stripped down to bare bones and even the carpets were ripped out to satisfy the lawsuit. So even though CGAQ had the building they had to equip the Casino which at that point, I speculate, the Casino was purchased with CGAQ shares from Casciati. At that point Casciati had preferred stock and was listed as a director of CGAQ but not on the board, I do not know his status with CGAQ as of now.
Now about the Death of the Lawyer:

I do not know what happened after that, I have not found any article where Casciati is not allowed to leave the country, please provide this. I has also have not found any article where Casciati has been formally charged with any crime related to the lawyers death, please post the article, if there is one, so we can form a opinion. The Casciati saga has been thrown around on this board for over a year, I for one want to put it to rest. If anyone has more information, please post the links for all to see. JMHO
