it is puzzling but then again if you think about it we're still trading on the OTC market and thus lack major exposure.

Ive traded this one on the first run up to .45 in early '10 thanks to a tip from a relative who happened to be a programming veteran and he advised me not to dump my whole position on the initial run up, been following ever since.

But in order for us to get major volume like these other otc stocks we need pumpers - and iceweb is not a pump and dump scheme thats why pumpers are not getting paid to do their exposure work with the exceptions of some very limited third party exposure programs. Most retail investors are unaware and have been burned too many times from fake merger announcements lately - the boy that cried wolf story - so they are hesitant to jump in now w/o details being released first.

Im not too worried about these price levels now, with little demand we'll see how tight the float really is and all those watching will be chasing this star. IMO in due time what will happen is a gap and go at the open once news hits the markets, from experience it always works like that.
