as far as I know TD Ameritrade have been taking this stance for well over a year.
I opened an etrade account initially just to trade BIEL as a result. According to TDA it was to do with manual trading even after they upgraded to the OTC market (and have now gone back to true pinky land). I even spoke to the "handling agent" who appears to handle stock for many companies that brokers have no problems trading. I just don't understand all of this.
