That's exactly what it implies, in my opinion. I'd guess word of an official settlement--if one is to occur--comes out after May 31 (when the GSA expires). At that point, JPM and the FDIC no longer have releases.

I could see an official settlement with all parties coming before the end of this month. I find myself wondering if this news leak was an intentional shot across the bow at JPM and the FDIC. "Get in on this settlement before the GSA expires or you'll be mired in a massive lawsuit soon."
