I suspect that what you may have been told is that they wanted to make SAMPLES for companies to TEST in their products. This would make sense and is very significantly different from what you said.

Commercial quantities are not produced in a lab, period. That takes full scale production facilities. IMHO you are failing to differentiate between what you were told and what you inferred from it, or you changed the wording in ways you thought were equivalent but in reality were anything but.

Trying to produce commercial quantities in a lab would be horrendously inefficient and expensive. Labs are designed for one-off procedures, production facilities are designed for mass production. Moreover even the best lab is simply far too small for commercial level production.

Making samples to send out for testing would be an appropriate and good move at this point (in fact I'd be quite surprised if they didn't).
