It's important to remember Waterloo is actually Covington Box Company (http://www.covingtonbox.com/). Their primary business is a box/packaging company. When they say "manufacturers" that likely pertains only to their cardboard casket. The rest of their inventory (caskets) are imported from China. They have imported no more then 500 caskets (all public info through the department of homeland security). These guys are even more green then Eternal is in the funeral industry.

It appears probably that even their fancy Waterloo International sign as shown on their homepage is photoshopped as evidence by Google Street View (http://i.imgur.com/Dtq9T.jpg).

Those hoping Waterloo is going to be a lifeline for Eternal need to take a closer look at the facts. These guys have very little knowledge/experience with the funeral industry. They appear to use the same "hot air" marketing tactics by thumping their chests with claims of a 200,000 sq/ft facility (which by the way actually reads 20,000 on their homepage - a typo that has been uncorrected for weeks) and claims of manufacturing. What they should say is importer - and by the way, we make this one cardboard casket.

The building Waterloo occupies is owned by an LLC called "G & D LLC" - a company who also appears to own a mobile home park in Waterloo. I lost interest investigating any further.
