Well we know damn well Kevin Starke knew what was going to happen, he practically said it outright in the article he put out a few days before 3/12/10. He also was pretty confident about the examiner report in his article that came out the Friday before that happened. I speculate that when the PQs started plummeting 5 MINUTES before Rosen even spoke on 3/12 it was CRTC that started the sell off. I would love to see that firm thrown to the insider trading wolves.
