yeah it's called a *share discrepancy*
and one of the reasons why ETC wasn't
spun off as a private entity due to
shares not being reconciled

Of which there is no proof whatsoever. Just 'words' from company
management repeated here. Share discrepancies, if they exist, can
be proven very easily with OBO and NOBO lists. I wonder why the
company hasn't made an official announcement that the share discrepancy
actually exists and is doing something to mitigate it.
