Not sure what that statement means either OLD, but I think the quantity of limit orders will now appear on L2, similar to the large Exchanges. For example, if I place a limit order to buy 300K shares at .006 through NITE, NITE will show 300K on the Bid or Ask (depending on how I place the order and if I am the only buyer at that level). I may be wrong but that is how I interpret the new rule.
In some ways, it's kind of scary to know how much there is at the Bid and Ask, since it can expose a stock's weakness now concealed! For example, there may be less Bid support and more shares at the Offer than we expect, but the opposite is also possible. I am all for anything that brings more transparency to the OTC.
It will be interesting to see how this will affect the penny market.
