I see that article mentions Snapfish. For what it's worth I use Snapfish and they do a good job. I have uploaded lots of photos to their site and they have done a good job, have good prices and send the pictures within about 1 day so I usually get them in about 4 or 5 days.
I've also used those machines at the local drugstore when I needed a copy right away.
I don't think you can print photos at home as cheap as you can do it using an online service when you figure the cost of photo paper and colored ink. And then if you don't use the color ink cartridge for a few weeks it may clog or dry and refuse to print so you have to buy another expensive cartridge.
