I contacted the National Nanotechnology Initiative at http://www.nano.gov/contactus.html and sent them a request to verify NNOS's participation in the "alliance".

HERE IS THEIR REPLY

The NNI is a U.S. government initiative and has no other members than
government agencies. So your terminology "alliance member" would be
incorrect. If you are working in some capacity with the NNI, please
indicate how and I can work with you to clarify the language used in
public releases.
