Are you sure you are talking about troy ounces? http://en.wikipedia.org/wiki/Troy_ounce.
I would guess it is because the excavators and processing plant were already in the vicinity of the mine site and relatively cheep where as I presume a dredge will be built to our requirements and take a long time to build and ship.
