Why is it shocking? The consequences to the companies that allow the data to be stolen have been nil in terms of the big picture.

When all the email addresses and associated information were recently stolen there was no big uproar. The affected companies sent out their emails saying "watch out" and "don't blame us." So they think they have no liability and will stonewall any legal action for many years. They spend more money on toilet paper than on liability related to security breaches.

The source company will say that it followed every standard and law in effect at the time.

Until the consequences cause a major, prolonged uproar, the indifference will continue for most companies.
