Those aren't short sale numbers, many new traders have misinterpreted that information at a huge cost. It has been explained to death on many ihub forums over the last year.
Short sale data is reported twice a month, near the 15th and 30th. You can google if you like, it's even on all the market regulator's sites.
If you want to see how the FINRA data is misinterpreted, just as you have, do a search for "finra short sale data".
