The companies/people who desire to put an unmanned aerial vehicle in the stratosphere or anywhere else will not be dictating any terms with regards to ground stations where to land or take off or much of anything. UNITE and ACCESS 5 groups will make recommendations and the FAA will set the rules of certification. The following link even discusses "a fully trained pilot" doing control operations on the ground.
