That could be. Technical analysis is merely a pictorial representation of investor sentiment, quantified by buying and selling price/volume, at a particularly moment in time. If investors expect positive news and that causes more buying than selling, then that will be reflected in the charts. That is why fundamentals and charting are inextricably linked, IMO.
