The government stole it, just like the Canadian government stole the $50 billion surplus in our Employment Insurance program.

Like your programs, the surplus was supposed to be dedicated to the program that the contributions came from. Madoff does it and he gets 200 years...our government does it and we just accept it, then give them gold-plated government pensions.
