Perhaps the D510 was not selling as an enterprise machine due to its lower-level capability. Personally, when I shop for laptops for business, I always shop at the highest priced models, because the other laptops are worthless to me (can't run my application in a competitive manner). So I wouldn't even bother with anything except the D810 from Dell's lineup of laptops. I need the best graphics, processor and memory available. The D510 would be worse than the laptop I have now, and its 2 years old.
So maybe Dell is offloading more non-TC compliant PC components with the D510. As more sell, they can re-add the TPM to it later.
