as a ceo and education in public policy he must know the effects of the A/S, imo he is full of it. as said before it is easy for him to rasie the cash by selling the A/S long as it is at a discount, there will always be buyers, and maybe this is the last increase to A/S and if it is it will be good for anyone that buys the additional shares if priced right
