What was implied was:
Sophisticated is opposite to Unsophisticated. When one is not one, then the only other choice is the opposite. So if DA wants more sophisticated investors, those he has already, must be less sophisticated investors.

A better choice of words could have been used if he had left an IR firm handle it.
