It is probably a result of you cutting and pasting the formula from an incorrect display of those characters. Those should both be normal double-quote symbols. However, some browsers and email clients will incorrectly display them as a left double-quote and a right double-quote.

EXCEL doesn't know what to do with left and right double-quote symbols. It requires the normal double-quote to delimit the string on both sides.
