The average citizen needs a viewing surface they can see (not a tiny screen), some way to interact (touchscreen, keyboard, pointing device, voice, ...), and useful to them content (like, iHub, for example!).
None of which has anything to do directly with 3G or WiFi, but everything to do with the device 'in hand'. Either communication like will do just fine.
Areas of coverage, and utility of device. Makes you wonder why laptops don't have 3G cards, or why cell phones don't have WiFi add-ons, doesn't it?
