I am not a lawyer, but I think your read is a little off.

I think the judge gave the plantiff 20 days to convince the court it should not be thrown out or it is going to be. So, since the 20-days have not expired yet, the case is still current but the judge's decision has already been made that the case shouldn't and won't exist very shortly unless new argument/evidence is presented.

And, since the 20-days have not expired the judge had no reason not to allow the plantiff to change lawyers.

So, my read is that the judge does not need to make a decision to end the case, as that decision has already been made. All the judge needs to do is make the statement on February 28 that "the plantiff has not convinced the court his case has any merit, so my order of February 7 stands and this case is dismissed."

But again, I am not a lawyer, just my novice read from my skim.
